Mr. Pennington began his career as a Property Tax Consultant with Property Tax Service Company (1979-1981), a national consulting firm. As a partner he helped form Avtax, Inc. (1982-1988), a regional consulting firm with offices in Dallas, Denver, Houston and Tulsa. In 1988 Mr. Pennington formed P.E. Pennington & Company, Inc., a national consulting firm that now has over 36 years of client representation.
Mr. Pennington’s expertise is based on 45 years of experience which includes all types of real estate and personal property valuation, exemption cases and extensive property tax litigation support. His jurisdictional responsibilities include management of national appeals and properties located in Louisiana and Texas.
A Graduate of The University of Northern Colorado (1976), he is also a licensed Senior Property Tax Consultant and a Texas Real Estate Broker. He has authored numerous white papers and has been quoted as an expert by several Texas media outlets from state and national professional publications. Additionally, he served as President of the Texas Association of Property Tax Professionals. He served 8 years on the Texas Department of Regulations and Licensing, Property Tax Advisory Board.
Mr. Pennington co-founded Citizens for Appraisal Reform (CFAR) in 2016 which is a non-profit advocacy group made up of property tax professionals and taxpayers. The goal of CFAR is to improve the fairness and impartiality of Texas Appraisal Review Boards as well as Binding Arbitration hearings. He has been involved in writing and the passage of pro-taxpayer property tax legislation during the 2017, 2019, 2021 and 2023 Sessions.
Mr. Pennington was awarded Property Tax Article of the Year in 2015 by the Institute for Professionals in Taxation. Additionally, in 2024 he was awarded the Ellis S. Allen award for Lifetime Achievement in the Property Tax Profession by the Texas Association of Property Tax Professionals. This last award has only been given six times since 1988.
